As for the question, Who designed god? Man did, out of a need to structure his world.
god gets the blame for everything man can't do anything about (man didn't start it and can't stop it kinds of things like the weather, planetary systems, this thing called reality, etc..) is supposed to begin were we humans end (The 'end' being our human limits). Kind of a catch-phrase for everything that can't be explained any other way. can't be proved or disproved -which is where faith comes in to the picture--you do or don't believe.
